You may be surprised to learn that the cheapest consolidator fare I have
that's
available right now SFO/LHR/SFO for the dates she needs is more than $900.
Why? High season across the Atlantic eastbound.
High season across the Atlantic westbound (December 21)

On British Airways - which has the lowest consolidator fares -
the fare is the same to Johannesburg or to Cape Town.

Overland - about 1,000 miles. Each way.
> Cape Town is situated on the far South Western tip of Africa,
> about 1600 km from Johannesburg.
Domestic flights - Minimum of $150 round trip for the cheapest
advance purchase flights.
My point? For departing on July and returning in late December,
$2000 is not way too much.
