I have a ski trip in December using Delta. Delta has the one bag rule now.
For Skis, there rules state:

"Ski or Snowboard Equipment: One item of ski or snowboard equipment is
accepted as part of your free checked baggage allowance.
One item of ski or snowboard equipment is defined as:
One ski/pole bag or one snowboard bag, and
One boot bag
The combined weight of the ski/snowboard bag and the boot bag may not exceed
50lbs or excess baggage charges will apply. The maximum outside linear
dimensions may exceed 80 inches, and no excess size charges apply."

Does anyone know when they say "is accepted as *part* of", does that mean
that I am allowed to check 1 bag (non ski related), plus one ski bag plus
the boot bag all for my free allowance?

I think that means that you can check the ski gear and on other bags.

Your ski equipment are counted as one piece of luggage (even if they are
physically 2, the ski + boots) .
In the good old days where people were allowed 2 pieces of luggage, you
could have one suitacse, and your ski equipment. (total 3 bags).
Since that web page currently states that your ski equipment is accepted
as part of your free luggage allowance, it means that if Delta allows 1
free piece, you can then use that 1 bag allowange for carriage of your
ski equipment, and pay whatever normal surcharge for your real suitacase.
United's update policy has maintained the skin/boots as a "one regular
piece of luggage" status. So you either pay $15 or $25 depending on
whethert it is the first or second piece of luggage you check in.
As a point of comparison, Bicycles have gone from free a number of years
ago (for domestic) to $10, $25, $50, $80 $100 and now United charged
$125. $80 was in effect at beginning of 2008 to give you an idea of how
fast they are now rising.
Because United's revised policies continue to consider the skis as a
normal luggage, I suspect that when Delta updates its policy to charge
for all checked bags, it will also continue to consider skis as regular
luggage.

Yep, that's how it used to work.

Since they used the words "as part of" instead of simply the word "as" is
what makes me question whether they are "part of" my regular 1 bag as free.
I think they could have made it clearer in their wording and I have emailed
Delta for clarification.
