What's the best deal for a week rental to tour Tuscany starting at Rome
airport? I notice Avis has unlimited mileage while Hertz charges .23 Euros
per kilo after 700.

Try one of the wholesale companies.

If you book through Holiday Autos you get unlimited mileage no matter who
offers the rental.

That is true for most of the wholesale companies.  They offer better
insurance as well.

"Shopping" one of the wholesale companies for different locations in/around
Rome can offer advantages...

(a) The types and prices of cars available vary widely (as do unfortunately
the hours/days when the offices are open).

(b) "Airport" locations generally carry an extra tariff which on amulti-day
rental can add up to more than a bus ride, etc.
