Ca. 1200 km east of Moscow, between Kazan and Ufa:

daily.

Cost - according to the Russian Railways site (www.rzd.ru):
kupe - 1363 Rub or platskartnyi 578 Rub (+ticket office's comission,
around 2-3$).

No direct trains/cars from Ukraine to Nab. Chelny.

Encyclopedia Britannica is your friend
http://www.britannica.com/eb/article-9055976?query=Naberezhnye%20Chelny&ct=eb

Naberezhnye Chelny is in Tartarstan.
city, Tatarstan, western Russia. It lies along the left bank of the Kama
River, just southwest of Naberezhnye Chelny. It is an important
petrochemical centre. Its synthetic-rubber plant, intended to become one
of the world's largest, began operation in 1970. It also has a large
tire plant and produces plastics. An oil refinery began operation there
in 1979. Pop. (1995 est.) 209,500.

From 1981-88, it was called Brezhnev :)

Check flights to Begishev Airport in Nizhnekamsk
You can fly from DME (The airport in Moscow that BA flies to) via
Tartarstan Air

I don't know about flights from Kiev, but maybe you could check with a
travel agent specializing in travel to this area.

Can someone advise, what visas if any required for a Brit with Euro passport
to visit there?

What cost for plane from Moscow to nearest airport, or if necessary, for
train?
Thanks for all advice.

You might want to find a travel agent to check on specific fares for the
dates you want to fly or contatct the airline directly.
You can fly BA to DME, then Tartstan Airways.
The Russian airfare would probably be under 200 GBP (return)

Do you really want to spend 21 hours on a Russian train, each way?

Why not?  That's how you find your Russian slut brides who pay you lots
of money for US green cards and bankroll your lavish pimp lifestyle.

The easiest way to get to Chelney is to fly into Nizhnekamsk from
Domededevo. You can also bypass Air Tatarstan and fly Lufthansa from
Frankfurt to Kazan and then take a taxi to Chelney. It will cost about
20 USD or perhaps a bit less for a taxi from either place.  Chelney
and Nizhnekamsk are about 40 kms apart. Chelney is a nice place, about
3% less drab than the other towns in the area.
If you go there, you should make sure you visit Eulopoga, which is
about 25 kms north-west of Chelney. It is a very old place, and has
some interesting buildings and a couple of nice old Russian Orthodox
churches.
I worked in Nizhnekamsk for 2 years so am familiar with the area.
You don't state your reason to go there, but it's not someplace that
trourists wash up onto the shores of, so don't expect any english
language.
If you want more information let me know why you are going and give me
some contact information. My last trip there was 2 years ago.

20 USD or a bit less for a 200-kilometer taxi ride from Kazan to Chelny?

Sorry. Price was 900 Roubles Kazan - Nizhnekamsk, and Nizhnekamsk -
Chelney was around 140 - 160 Roubles. Prices depend on size of car.

As a matter of interest, I emailed my friend in Nizhnekamsk and she
informs me that a taxi (large) from Kazan to Nizhnekamsk is now 1,500
Roubles. The prices have doubled in the past two-three years.
The price from Nizhnekamsk to Chelney is about 350 Roubles now.
Inflation was always a problem there, and I guess still is.
