In the USA, Oregon state law requires employers and developers to
construct developments that encourage alternate modes of travel.

In Utah, state law requires all road projects and developments to
take the poor into consideration

In California, San Francisco and Santa Monica both have
Sustainability Plans which call for an eventual end to car travel as
does Berkeley

Europe is aiming for car-free cities by 2020.
