Yes, but you must be prepared to bargain very hard, and you must know the
real price range for the thing you're buying.
Fortunately there are plenty of internet cafes in Mankhool (the densest
concentration of electronics shops with at least 100 and probably hundreds;
a quick walk from Bur Dubai) so you can go online and check prices against a
benchmark like USA mail order shops (which you will probably not be able to
beat significantly in Dubai or anywhere else).

it is actually become quite expensive now in dubai , oman etc.. But
this might change quite recently in your case cause the $ has gone
down, which bring down the dinar and omani rial. So the prices will
be cheaper. But before you go, have a quick look of prices in uk. If
you have a particular model in mind I can actually ask my friend in
UAE and my friend in Oman (who coming back to UK in two weeks time) to
look at the price.

The cameras I am interested in are the Casio exilim ex-z3 or ex-z4 and the
Pentax Optio S or S4
