I've been to Lhasa last week and the weather was ok. Even at 4500m
altitude it wasn't cold. But I heard that the weather in November
"collapses" in China.

Been to Darchen (west Tibet, 4900m) this October and when the
sun wasn't hammering down it was pretty freezy and windy.
OTOH, with a goretex jacket (and a fleece inside) and some wind-proof
trousers it was definitely manageable.
Can't make any prediction for November though.
I wouldn't expect much snow, rather real cold and strong cold wind
blowing over the plains there.
