found one: Hotel Suntargas Otsuka. Any comments on hotel? Room's are
cheap and location is ok (near JR Otsuka)."

If you plan on heading out a lot late at night (past midnight-1230 when
the train stops), keep in mind that Otsuka is a long way from the major
nightlife areas, and taxis back to your hotel would be very expensive.

If you don't plan on any past-midnight nights, the location is so-so.
While it is on the Yamanote line, there's nothing of interest really in
that corner of Tokyo, so you'll be on the trains all the time.
