hello,
well, Koh Chang is not any more the quietest island of the archipelagos,
at least what concens the west coast. The good beaches (sandy) are there.
I like very much to stay at the "paradise guesthouse" in Bang Bao. Very
nice people and, what is more, in a relatively "native" fishing village.
The wooden boats going to other islands, their passengers and the
snorkeling parties create a minor traffic jam on the main jettee early
morning and evening.
This is rather quiet, if you are looking for endless partying, you
better have a look at "lonely beach" -several guesrhouses and hut places
there.
Have fun

If by best you are referring to the quality of accommodation then I
would suggest Amari Emerald Cove (4 star) followed by Panviman or
Tropicana (each 2/3 star).
All the best

It depends a bit on what you mean by best place.
On my next trip I intend to stay at the Baan Rim Naam in Khlong Prao.
I like the location and the fact that it is away from the crowds.
