"Recommended" is a matter of opinion, and I haven't done this trip enough
times to be able to say what way is best, but I can tell you there's
regularly scheduled bus service between Vancouver airport and Victoria.
The Tsawwassen-Swartz Bay ferry trip is included in the bus fare.

You can get a bus from the airport right to Victoria. They have regular service,
priority boarding, and are quite reasonable.

The variable is the tunnel you have to go through. If there are no
accidents in the tunnel I would allow about 45 minutes. If there's an
accident all bets are off.

Advantage to the bus is assured loading. If you're on the bus you're
guaranteed to be on the ferry.

Well, I've never done it by cab, but I would guesstimate $45 +/- $10 + tip.

It is quite evident that when the senses of humour were passed around

We're facing the same issue for our trip to Vancouver so I called Royal
Coach Lines at 1-800-661-1725. They were very helpful.
The alternative transportation seems to be float plane and helicopter, both
of which only take 30 minutes between Vancouver and Victoria.

If you're going to Victoria (you never said where you are going) and don't
have a car, the bus is probably the best cheap option.
You can get right down near Victoria's inner harbour (right next to the
Empress hotel) by bus.

The best low hassle way is of course the most expensive. Fly from Vancouver
to Victoria Airport. You'll still end up near the Swartz bay ferry terminal
and have to find your own way into Victoria.
You can also take the Airporter bus from YVR to the cruise ship terminal in
Vancouver and take a Sea plane to Victoria's inner harbour.

The other option is to take a limo from the airport to the ferry. I took one
a couple years ago and it was cheaper than a cab. I believe it was around
$40.
You'd still have to find your own way from the ferry to Victoria....like
buying a ticket for the Pacific Coach bus once you're on the ferry.
