15-year-old son will be flying alone in the US this spring. Doesn't have a passport. Does his school photo ID count as a "government-issued ID" for the purposes of getting through airport security? If not, what ID should he be carrying?

In December I had a good trip Delta JFK-NCE-JFK and had planned to choose this again to avoid change in CDG but has it been discontinued? Not entirely surprising as the flights were 1/3rd capacity (767) but definitely a time-saver.
