I also feel that Koh Tao is overrated by diving students there. I recommend Moalboal, Malapascua or Bohol around Cebu, where is also close to Taiwan. The area is also sheltered from moonsoon. A few links for references:

I want to go and stay for a few days on Koh Tao. The only problem is that the last time I was there (a few years ago) I stayed in a place with no air con. and no flush toilet. As a 20 year old packpacker I would have thought it was fine....now a 50 year old comfort
