I have heard rumors that the December 31, 2005 requirement to have a
passport would be moved back.  But I can't find anything to that
effect on the Homeland Security website.
I did find a notice that the New Orleans passport agency was closed

I've never seen that kind of well-defined rotation in an unclassified storm
at this stage of the game....
