Sadly, very sadly, I can attest to the veracity of the below article.
This scenario is playing out as anticipated. Plans are being made to
bio-database these poor folks and all evacuates. Prisoners and guinea pigs.

I have heard rumors that the December 31, 2005 requirement to have a
passport would be moved back.  But I can't find anything to that
effect on the Homeland Security website.
I did find a notice that the New Orleans passport agency was closed
