I can't say how much of the article is accurate. For a start, Spain most

Don't put luggage locks on you bags unless you have valuables in the bag
worth more than the repair or  possible replacement of the bag. My wife put
a lock on her bag, it got caught on something and ripped out the zipper. It
will cost more to repair than the  old bag is worth ...
