I think that even if you find a country that is "most" like Europe among the countries where Spanish is spoken, it will fall far short of your ideal. The culture is a different one, with a different attitude toward time (and probably toward life in general).

I've spent several months in Mexico and I was wondering if people in Central America smoke significantly more or less. I noticed on some people's pictures of Central America a lot of people were smoking. It almost looks like they think it looks cool.

Most countries have a stipulation for their visa or tourist entrance that one must have an onward ticket out of the country before coming into the country. If you have lots of money, is this waived in most cases?
