After working on it for three days we have finally finished winterizing our

Have just acquired '99 F250 with factory installed 7 pin RV electrical
receptacle. Included is pin designated for charging RV batteries.
Question - shouldn't the RV battery charging pin be 'hot' [12V] with
the ignition switch on?

of Northeastern Nevada.  Parked in an RV park so I had full hook-ups.  Used
electric box heaters to conserve propane.  Kept the rig at 60 degrees but
